HCL Technologies has entered into a Memorandum of Understanding with Sarvam and the Government of Odisha to construct an artificial intelligence data center in Bhubaneswar. The agreement, which carries a planned capital outlay of ₹14,257 crore, was signed on July 24, 2026. The facility will be situated within the Odisha Sovereign AI Park and will utilize financial assistance from the state government.
The project aims to support India’s sovereign AI ecosystem by combining HCLTech’s infrastructure capabilities with Sarvam’s foundation models. The partnership intends to deliver sector-specific applications to both public and private enterprises. Officials stated that the initiative aligns with the Digital India and Atmanirbhar Bharat visions, focusing on providing multi-lingual AI services to end users.
The signing ceremony was attended by Roshni Nadar Malhotra, Chairperson of HCLTech; C Vijayakumar, CEO and Managing Director of HCLTech; Pratyush Kumar, Co-Founder of Sarvam; Mohan Charan Majhi, Chief Minister of Odisha; and Dr Mukesh Mahaling, Minister of Electronics and IT for the state. The disclosure was made under Regulation 30 of the SEBI Listing Obligations and Disclosure Requirements Regulations, 2015.
Roshni Nadar Malhotra described HCLTech as a leader in India’s technology sector, emphasizing the company’s commitment to enabling sovereign AI through targeted investments. C Vijayakumar characterized the development as a significant step in HCLTech’s full-stack AI strategy, noting Odisha’s progressive policy environment and infrastructure. He added that the collaboration would help expand their strategic partnership with Sarvam.
Pratyush Kumar stated that the Odisha Sovereign AI Park would link high-performance computing with Indian models and practical applications. He expressed enthusiasm about deploying Sarvam’s full-stack AI capabilities across enterprises and public systems at scale alongside HCLTech.
India is currently one of the fastest-growing technology markets globally and serves as a key growth driver for HCLTech. The country’s data center sector is expanding rapidly due to demand from the digital economy, data localization rules, and infrastructure needs for AI training. HCLTech reported consolidated revenues of $14.8 billion for the twelve months ending June 2026.
