Odisha advanced its strategy to attract investment in information technology, clean energy, and manufacturing on Tuesday when the State-Level Single Window Clearance Authority approved 23 industrial projects. The total investment value stands at Rs 4,573.87 crore, with officials projecting the creation of 22,873 jobs across 11 districts.
The 148th meeting of the authority, chaired by Chief Secretary Anu Garg, cleared several high-profile proposals. HCL Technologies Ltd received approval to establish a Rs 730 crore Global Development Centre in Khurda, a facility expected to employ more than 6,000 people. Simultaneously, ACME Cleantech Solutions committed Rs 778 crore to build a 3 GW per annum alkaline electrolyser manufacturing plant in Ganjam.
The ACME project aligns with the state’s recent push toward green energy, following the approval of approximately Rs 67,000 crore in green ammonia initiatives at the Tata Steel Special Economic Zone in Gopalpur and Paradip. This sequence of approvals signals an effort to develop an integrated ecosystem covering renewable power, electrolysers, green hydrogen, and green ammonia.
Beyond these flagship investments, the panel authorized projects spanning battery manufacturing, chemicals, textiles, food processing, pharmaceuticals, logistics, healthcare, and hospitality. The textile and apparel sector emerged as the primary source of new employment, with four companies—SAPL Industries, SPL Industries, Richa Global Exports, and Astha Cotspin—planning to invest over Rs 512 crore and generate nearly 10,400 jobs.
These developments are strengthening Puri’s role as a garment manufacturing hub.
Other significant approvals include a Rs 202.5 crore zinc anode battery manufacturing unit by GGB Battery India Pvt Ltd in Cuttack and a Rs 351 crore 100 MW captive solar power plant by Envirocare Infrasolution Pvt Ltd in Angul.
In the chemicals sector, Transpek Industry Ltd, Growing Tree Oil & Refinery Pvt Ltd, Tirupati Microtech Pvt Ltd, and Krebs International Ltd received clearance for projects involving specialty chemicals, rare earth mineral processing, and agro-processing.
