Frisco has opened a five-story public parking facility in its downtown Rail District, providing 450 spaces at no cost to drivers. The structure is located at the northeast intersection of Elm and 3rd streets, with vehicle access points on both roads.

The ground level features six retail spaces intended for future business tenants and four electric vehicle charging stations. Pedestrians can access the first floor via stairs or an elevator at the southeast corner; a second elevator in the northwest corner will open later. Security cameras and emergency call stations are installed throughout the building.

The project cost $27 million, financed by $20 million in bonds approved by voters in 2023 and a $7 million infrastructure grant from the Frisco Economic Development Corporation. City officials stated the garage is part of a downtown redevelopment effort representing nearly $80 million in total reinvestment for the Rail District.
