Frisco Promotes Shannon Coates and E.A. Hoppe to Senior Leadership

The City of Frisco has promoted Shannon Coates to Assistant City Manager and E.A. Hoppe to Deputy City Manager, reshaping its executive leadership team.

Frisco City Manager Wes Pierson announced the promotion of Shannon Coates to Assistant City Manager, effective July 1, 2026. Coates previously served as the Director of Parks and Recreation for Play Frisco, a role she held since joining the city in 2017.

Pierson stated that Coates demonstrated exceptional leadership and built a culture centered on teamwork and service. He noted that her operational experience would strengthen the Executive Leadership Team and the city's ability to serve the community.

Coates expressed honor at the opportunity to serve in the new capacity. She cited her experience leading Play Frisco, which included opening more than a dozen parks and facilities, as a rewarding part of her career. She listed specific projects including The Grove, Northwest Community Park, Northeast Community Park, and the initial phase of Grand Park. Coates holds a Ph.D. in Educational Leadership from the University of Florida and an MBA from the University of Central Florida. She is also a certified Lean Six Sigma black belt.

The announcement also confirmed the promotion of E.A. Hoppe to Deputy City Manager. Hoppe joined the city in 2023 as an Assistant City Manager and brings over 20 years of government experience. He previously served as City Manager in Bulverde and Kerrville, Texas. Pierson described Hoppe as a trusted leader whose judgment and collaborative approach provide continuity for the organization.

In his new role, Hoppe will oversee the Communications, Fire, Police, and Parks and Recreation departments. He holds a Master of Public Administration from the University of North Texas and a Bachelor of Arts from Austin College. Hoppe stated it is an honor to raise his family in Frisco and continue serving the organization.

The previous Deputy City Manager, Henry Hill, retired in February. Additionally, Mayra Diaz will serve as the Interim Director of Parks and Recreation while the city conducts a search for a permanent director. Diaz has worked at the Frisco Public Library since 2005.
