August budget report: city revenue at 92% of plan with a month to go, and new water meter installs down by almost half

A finance report on tonight's council agenda shows general fund collections and spending running behind last year's pace through Aug. 31, a $1.4 billion investment portfolio and 56 new water meters set in August.

With one month left in Frisco's 2025-26 budget year, the city had collected 92% of the general fund revenue it planned for, according to a budget status report scheduled for Tuesday night's City Council meeting.

That is behind the pace of a year earlier. The report, which covers the year through Aug. 31, shows that the city had brought in 96% of its budgeted general fund revenue at the same point in the prior fiscal year. Frisco's fiscal year ends Sept. 30.

Revenue and spending

The general fund, which pays for most day-to-day city services, was budgeted at about $306.7 million in revenue. Through August, the city had collected about $283.6 million.

Spending was also running below last year's pace. The city had spent about $254.3 million of a $321.9 million expense budget, or 79%, compared with 86% at the same point a year earlier. Year-to-date collections exceeded spending by about $29.3 million.

Police accounted for 26% of general fund spending by department and fire for 22%, the largest shares. By category, salaries and benefits made up 68%.

The utility operating fund had collected 88% of its budgeted revenue, compared with 90% a year earlier, and had spent 89%.

Cash and investments

The report lists a city investment portfolio of about $1.415 billion. About $547.2 million sat in Treasury and agency securities yielding 3.753%, with about $434.2 million in the TexSTAR pool and $433.6 million in TexPool, each yielding a little under 3.7%.

Fewer new meters

The monthly activity figures show 56 new water meters set in August, down 45.1% from 102 in August 2025. The city counted 69,370 active utility customers, up 0.7% from a year earlier, and added 386 new customers during the month, compared with 363 a year before.

Municipal court staff recorded 2,257 cases filed and 1,469 closed in August.
