City plans new household hazardous waste and recycling center on land off PGA Parkway

Council is set to approve a deal Tuesday in which the Frisco Community Development Corporation hands over 10.3 acres on Executive Drive for a new environmental collection center.

Frisco is lining up a site for a larger place to drop off old paint, batteries, chemicals and recyclables.

On Tuesday's consent agenda, the City Council will consider a performance agreement under which the Frisco Community Development Corporation would hand the city about 10.3 acres it owns on Executive Drive, just south of PGA Parkway. In return, the city agrees to put a new environmental collection center on the land, according to a memo from Interim Assistant City Manager Ken Schmidt.

Three buildings

The plan described in the agreement calls for:

  • an administration building of roughly 12,340 square feet with offices, staff support space and meeting rooms;
  • a building of about 10,800 square feet for household hazardous waste drop-off and operations;
  • a recycling and processing building of about 6,300 square feet;
  • parking and other site work.

The development corporation's board signed off on the agreement at its Sept. 17 meeting. The land is identified in city records as Lot 5, Block A of the Luminant Addition; the agreement itself puts the tract at 10.286 acres.

Under the terms, the corporation transfers the property in exchange for the city carrying out construction. If either side defaults and does not fix the problem within 30 days of written notice, the other can end the agreement. The city will certify to the corporation that it has met the terms once the buildings are finished.

The staff memo lists no financial impact for the land transfer itself. It does not include a construction cost estimate or a timeline for building the center.

Where residents go now

Frisco currently runs its Environmental Collection Center at 6616 Walnut St. According to the city's website, household chemicals and electronics are accepted there only during set windows Tuesday through Saturday under the center's state environmental permit, and residents must show a Frisco water bill and matching driver's license (apartment renters can use a current rent statement).

The center also takes household batteries, plastic film, foam and cooking or motor oil during longer daily hours.

The council materials do not say what will happen to the Walnut Street site once a new center opens.

The council meets at 5 p.m. Tuesday at City Hall, 6101 Frisco Square Blvd., with the regular session expected to begin around 6:30 p.m.
