McKinney Council to Review SH 5 Crossing Plans

McKinney City Council members will review proposed improvements to State Highway 5, including a new crossing at East Virginia Street, during a work session on July 7.

McKinney City Council members are scheduled to review proposed infrastructure improvements along State Highway 5 during a work session on July 7. The meeting will take place at 3 p.m. at McKinney City Hall, located at 401 E. Virginia St., and will be available for livestreaming.

City staff will present an update on the reconstruction and widening of SH 5 into a divided four-lane road between McMakin Street and Power House Street. According to city documents, design work is currently underway for the project, which the Texas Department of Transportation (TxDOT) is expected to begin constructing in late 2027 or early 2028.

As part of the broader corridor project, the city is contributing funds for additional enhancements. These improvements include median-mounted roadway lighting and dedicated turn lanes. A key component of the city’s contribution is the planning of an enhanced at-grade crossing at the intersection of East Virginia Street and East Louisiana Street. The design for this specific crossing is not yet finalized.

The focus on ground-level improvements follows a previous decision by council members in September 2025. At that time, officials voted to redirect efforts after the project lost $15 million in federal funding. The original proposal, known as the Lower 5 Plaza project, had planned for a bridge at ground level and a park extending underneath the highway.

City staff will use the upcoming work session to receive direction from council members as they continue to coordinate with TxDOT and the North Central Texas Council of Governments. The goal is to incorporate the additional corridor improvements into the ongoing reconstruction efforts.

McKinney is about 12 miles east of Frisco.
