Three individuals listed on the Texas Department of Public Safety’s 10 Most Wanted Sex Offenders list have been apprehended in separate operations across the state, according to state officials. The captures took place in Houston, Plano, and at a South Texas border crossing, involving coordination among local, state, and federal law enforcement agencies.
Leroy Lewis Jr., 53, was taken into custody on June 22 at a residence in south Houston. The operation included DPS special agents from the Texas Anti-Gang Center working alongside the Harris County Sheriff’s Office, Houston Police Department, and the Texas Attorney General’s Fugitive Apprehension Unit. Lewis had been sought since March on a Harris County warrant for failing to comply with sex offender registration rules. DPS records indicate he was convicted in the 1990s of murder, aggravated robbery, and aggravated kidnapping involving a 20-year-old woman. He served a 35-year sentence before being paroled in 2012, which mandated his registration as a sex offender.
In Plano, which is located about 12 miles southeast of Frisco, authorities arrested Kenneth Wayne Patterson, 64, on June 24 at an apartment complex. The arrest followed a tip received by investigators and involved DPS special agents, Plano police, and the U.S. Marshals North Texas Fugitive Task Force. Patterson had been wanted since December 2025 on a Dallas County warrant for failing to meet sex offender registration requirements. He was convicted in Dallas County in 1989 for sexually assaulting an 8-year-old girl and received an eight-year prison sentence. DPS noted a history of non-compliance with registration rules, and Texas Crime Stoppers will provide a reward for the tip that led to his capture.
Eduardo Quinones Fuentes, 32, was detained on June 22 at the McAllen-Hidalgo International Bridge as he returned from Mexico. U.S. authorities held him based on warrants issued in October and November 2025 for parole violations, obstruction, and failure to comply with sex offender registration. DPS identified Fuentes as a documented Tango Valluco gang member who had fled to Mexico. His criminal history includes convictions since 2016 for aggravated assault with a deadly weapon, sexual assault, assault, unlawful possession of a firearm by a felon, and human smuggling.
State data shows that 44 fugitives from the DPS 10 Most Wanted lists have been arrested this year, including 32 sex offenders and eight documented gang members.
