Frisco ISD earns state ‘A’ rating for financial management

Frisco ISD has earned an “A” rating in the state’s assessment of school districts’ financial management practices, the district said in a Sept. 23 announcement.

The Financial Integrity Rating System of Texas (FIRST) report is designed to measure how well districts manage financial resources. Frisco ISD said it presented the FIRST rating at its September Board meeting.

Perfect Superior score

Frisco ISD received a Superior rating of 100 out of 100 points for its 2025-26 rating, which is based on 2024-25 data, according to the district. About 82% of Texas school districts received an “A” rating, Frisco ISD said.

FIRST issues ratings based on 21 indicators that reflect the quality of a district’s financial management and reporting system, the district said.

Other fiscal marks cited

Frisco ISD tied the FIRST result to other examples of fiscal practice it highlighted, including:

  • Passing a balanced budget for the past three years
  • Hosting public Board budget workshops for the six months leading up to budget adoption
  • Saving taxpayers $152.2 million in future interest payments through debt refinancing in 2025-26
  • Multiple GFOA, ASBO and TASBO financial reporting and budget awards
  • Moody’s Aa1 underlying / Aaa enhanced and Standard & Poor’s AA+ underlying / AAA enhanced credit ratings
  • Comptroller’s Transparency Stars in Contracts & Procurement
