Stonebriar restaurant-and-bridge plan pulled before planners voted; 89-lot Crestmont plat approved

The proposal to add three restaurant buildings and an upper-level pedestrian bridge beside Nordstrom at Stonebriar Centre never got a vote Monday night. The applicant asked to withdraw the plan from the Planning & Zoning Commission's agenda, and commissioners agreed 5-0, according to preliminary minutes posted by the city.

City staff had recommended that the commission deny the preliminary site plan, listed as The Bridges at Stonebriar Mall, until fire-lane, utility and other code problems were fixed. The minutes do not say why the request was pulled or when it might return.

Crestmont by Sobha moves ahead

Commissioners approved a preliminary plat for Crestmont by Sobha as part of a 13-item consent vote. The 25.6-acre property at the southwest corner of Hillcrest Road and PGA Parkway is laid out for 24 single-family lots, 65 patio home lots and 14 lots owned by a homeowners association.

The land sits in Frisco's extraterritorial jurisdiction, outside the city limits, so the staff recommendation hinges on the City Council adopting an ordinance to annex it. The staff report says the owner, SRFR LLC, and the city are working on a pre-annexation agreement that would zone the land as a planned development and cover setbacks, tree mitigation and open space.

Plans show an eight-foot masonry screening wall at the main entries on Hillcrest and PGA Parkway, a trail along the west edge and a street connecting to Colgate Court on the south side.

Other actions Monday

  • A site plan for a 347-unit apartment building and parking garage in the North Fields area, on 6.8 acres along Tall Meadow Way north of PGA Parkway, passed on consent. Staff's recommended conditions include sending valet stand and valet operation plans to two city directors for approval.
  • A revised site plan for the city's Fire Station Nine campus at Donnie Mayfield Way and PGA Parkway, which also holds a training facility with a shooting range and a water tower, was approved. The change removes 10 parking spaces on the south side of the building.
  • Replats for lots in the Collinsworth Addition and Hall Park were approved after public hearings.
  • Proposed changes to the city's subdivision ordinance were tabled to Nov. 10 so staff can finish the wording with the City Attorney's Office.

Vice Chair Sean Merrell was absent, and the meeting adjourned at 6:46 p.m. A separate work session was set to follow, on a development plan for 11.2 acres at the northeast corner of the Dallas Parkway and McCandless Way; the minutes posted so far cover only the regular meeting.

The minutes are marked preliminary until the commission approves them. Its next regular meeting is Oct. 27.
