Three new members join the planning commission Monday as its yearly report counts 243 cases

Frisco's Planning & Zoning Commission starts its new year Monday, Oct. 12, with three new members at the dais and a vote on who will lead the panel.

Jay Howard, Jason Dudley and Kelly Payette were appointed to terms that began Oct. 1 and run through Sept. 30, 2029, according to the commission's annual report to the City Council. They fill Places 1, 2 and 3. Warren Ruiz and Steve Cone left when their terms expired, and Brittany Colberg gave up her seat after she was elected to the City Council in May.

Cone had served since 2017.

The first item on the regular meeting agenda, which starts at 6:30 p.m. at the George A. Purefoy Municipal Center, is the election of a chairperson, vice chairperson and secretary.

A year of cases

The draft report, which commissioners will review in a special work session after the regular meeting, tallies what the panel handled in the fiscal year that ended Sept. 30:

  • 15 zoning requests, five zoning ordinance amendments and four specific use permits, the legislative items that go on to the council
  • 219 administrative items, led by 56 site plans, 48 final plats and 26 replats

That adds up to 243 cases. The report says the commission held four special work sessions during the year, covering the Majestic Gardens and Main Street zoning request, the 2040 Comprehensive Plan, nonconforming uses and design standards, and screening walls. Members also toured Carmel, Indiana, and an Indianapolis neighborhood going through redevelopment, and three attended the national planning conference in Detroit.

Under upcoming issues, the report lists a single item: a review of the parking standards in the zoning ordinance.

Also at the work session

The same work session lists a discussion of a proposed development plan for 11.2 acres at the northeast corner of the Dallas Parkway and McCandless Way. The posted agenda includes no plan documents for that item. The land is zoned Planned Development-28 for retail and office uses.

On the regular agenda, a public hearing on amendments to the city's subdivision ordinance has a tabling memo attached, which signals it will not be heard in full Monday.
